Abstract
The proposed framework describes the administration of personnel tests and assessments as a communication exchange process, and it defines the administration medium in terms of four attributes: transparency, social bandwidth, interactivity, and surveillance. The structural and dynamic characteristics of these media attributes present sources of systematic and unsystematic variation, which affect construct validity and reliability of measurement. Overall, this framework provides new insight into how the administration medium, defined by its attributes, can affect assessment outcomes.
