Such a picture predicts that for fixed angle scattering where qS is proportional to s (the CM energy s) the energy dependence of the cross section is ~ c< s -s° for pp elastic scattering in accordance with the dimensional scaling laws \[2\]. The issue of controversy is whether indeed the transferred momentum is shared by the gluons in a democratic manner. The problem arises in evaluating the amplitude for low order graphs. In the course of integrating over the possible momentum fractions for the quarks in each initial and final state hadron, intermediate state quarks and gluons go on the mass shell and the integrand becomes infrared divergent.
