N1 - Funding Information:
Thanks to a kind assignment by the US Office of Naval Research, I took a diplomatic/political role for four years. Without this opportunity, this paper would not have crystallized. I also acknowledge for the research support from the US Office of Naval Research to Int’l Center for Actuators and Transducers, The Penn State University and Micromechatron-ics Inc.

N2 - This paper introduces leading actuator/sensor and piezoelectric technologies, relating with 'crisis' technologies, aiming at further research expansion in this area. The crisis technologies are categorized into five types: (a) natural disasters (earthquakes, tsunamis, tornadoes, hurricanes, lightning, etc.), (b) epidemic/infectious diseases (smallpox, polio, measles, HIV etc.), (c) enormous accident (Three-Mile-Island core meltdown accident, BP oil spill etc.), (d) intentional accidents (acts of terrorism, criminal activity, etc.), (e) civil-war, war, and territorial aggression. The following piezoelectric devices have been developed for the above categories, and introduced in this paper: (a) magnetoelectric earthquake prediction device, (b) disinfectant hypochlorous acid evaporation system, (c) Nuclear fuel damage detection system, (d) ultrasonic devices for surveillance purposes, and (e) programable air-burst munition with piezoelectric energy harvesting devices.
