Abstract
Urges writers of EIS's to state the significance of the impacts they describe - that is, after describing an impact, to tell what it all means. This follows from the premise that the EIS is to be used as a basis for decisionmaking, and that the decisionmaker must know the significance of the aggregate impact of each alternative if the best of several alternatives is to be selected. Such value judgments must ultimately be made in decisionmaking; if such judgments are to be made, it is argued that they should be made early and explicitly, so they are subject to public review.
