Abstract

During the production process, an error was introduced by the editing team in the symbol definitions following Eq. (4) and (25). The expression "Π = indicator function" should be replaced by "II = indicator function." The authors were not given the opportunity to identify the introduced error before publication. ASCE takes full responsibility and regrets the error.
