Abstract
A self-consistent derivation is given for the Maxwell-Garnett model for a very general particulate composite. The bi-anisotropic inclusions are supposed to be randomly embedded in a bi-isotropic host medium. It is seen that the effective medium is also bi-anisotropic in general.
