N2 - This paper examines the institutional context within which online education has taken root at a large, state-related, doctoral university. Like many peer institutions, Penn State offers online courses to students on campus as well as continuing adult professionals who pursue certificates and degrees away from campus. The paper focuses on one academic colleges - the College of Earth and Mineral Sciences - which has targeted online learning as a strategic priority. Although the College is relatively small, including only 5 academic departments, it accounts for one in four of resident online enrollments at its main campus, and now serves more off-campus postbaccalaureate certificate and degree seekers than on campus graduate students. The paper discusses the strategies and policies that account, at least in part, for the growth of online learning in the College as well as the University.
