Abstract
Mexico is a democratic, federal, and representative republic, integrated into 31 free states and a Federal District, the capital, also known as Mexico City. Each state, as well as the Federal District, has its own laws and penal codes and its own prisons. There are 431 penal institutions in the Mexican Republic, which, according to the type of authority responsible for each of them, are distributed into seven federal prisons, 322 state prisons, 92 municipal prisons, and 10 prisons in the Federal District. Mexico has 107 million inhabitants, and the total population in the prison system was 230,000 inmates at the end of 2009.
