A variety of NGOs conducted the recovery programmes. With the assistance of the GSDMA, NGOs were immediately mobilized to help the community in the recovery project. The state government encouraged extensive collaboration between international and local NGOs. Thus, NPOs developed rehabilitation projects and proposed a financial partnership with the government. The government facilitated and monitored the projects, alongside conducting their own projects. Financial support for these partnerships was largely provided by funding from international agencies, such as the World Bank, the Asian Development Bank, the European Commission, the Government of Netherlands, the UN and the central ministry of India along with various other donors through the Government of Gujarat, via GSDMA.

N2 - This article studies a disaster management network in the state of Gujarat, India. Through social network analysis and interviews, the article examines the governance structure of a disaster management network and identifies factors that affect its effectiveness. Four factors - trust, number of participants in the network, goal consensus and the need for network-level competencies based on the nature of the task - were examined. The article concludes by discussing how the dynamics of these factors affected this particular disaster management network.
