Abstract
A people is a form of historical being-with that is rooted in a homeland (Heimat) and that is subject to decision. Because of this definition he joined with those, like Hegel, who dismissed the idea that Africans were peoples on the grounds that they lacked history in the operative sense (GA38:83-84/71-72).
