Planning the designing of an application-driven GIS

Abstract

Many county agencies are developing geographic information systems (GIS) to improve the efficiency of existing operations. This paper presents a method for identifying major stakeholders, potential users, essential applications to be supported, and critical data types to be acquired in the development of a county-wide GIS system. Data types were categorized according to the number of potential users. An analysis of the applications and process' survey determined the manner in which attribute data should be structured for maximum effectiveness in meeting the needs of multiple users. A procedure adopted to identify important data types and accuracies provides an example for developing a multi-functional GIS for counties.
