Abstract
Innovations in mobile communications present the near-term prospect for service any time and any place via hand-held terminals. Low and middle Earth-orbiting satellite projects, like the Motorola's Iridium, TRW's Odyssey, and Loral/Qualcomm's Globalstar, could make personal communication networks virtually ubiquitous. The paper discusses some marketplace and regulatory issues that can challenge future global personal communication services.
