School finance: An overview

Abstract

This overview of school finance covers topics encompassing three resource-related functions of school finance - raising revenue, allocating resources, and using resources - and emphasizes new ways of thinking about enduring challenges in the field. Situating school finance in a broad context of educational goals and societal values, this overview describes traditional and contemporary mechanisms for raising revenue, and examines the role of different levels of government. The authors discuss how resources are allocated across education systems, with an emphasis on equity and efficiency considerations in resource-allocation decisions. The article concludes with a set of critical resource-utilization issues that are at the center of current school-finance-policy deliberations.
