Abstract

The unusually high number and manner of deaths prompted an investigation. A Fort Hood independent review committee was formed to examine the culture and climate of the military post. The committee found that there was ineffective implementation of a US Army Sexual Harassment/Assault Response and Prevention (SHARP) program. The committee also determined that female soldiers lacked confidence in the program and feared retaliation, resulting in underreporting of sexual harassment and assault cases. The perception of the effectiveness of the organization's culture is different depending on who is asked. A farmer may feel the farm life is great, while one of the children may prefer city life. Culture changes when people come and go from the organization, as new information is available, or for other reasons. Recorded culture is everything sanctioned by the organization that someone can read, watch, and hear.
