Abstract
The shipbuilding and repair industry lacks national effluent guidelines, and the National Pollutant Discharge Elimination System (NPDES) permits for shipyards are developed differently in each state depending upon federal or state legal requirements and site-specific environmental conditions. To minimize the variations in regulatory limits, a survey is developed. The survey examines the methods used by various regulatory agencies, determines if a facility can negotiate NPDES numerical limits and monitoring requirements based on an ecological risk assessment of its effluent, and evaluates future trends in the regulation and sediment quality criteria and ecological risk assessment in the NPDES permitting process.
