Abstract
The advent of the World-Wide Web (WWW) as a popular method for providing and disseminating information has made it imperative that designers understand the impact of Internet delays on users of distributed information systems. The effect of computer response time on users has been well-studied, but Internet delay is less predictable, more variable, and longer than that experienced on non-networked computers. We discuss the causes of Internet and WWW delay, and suggest some simple guidelines for minimizing the impact of these delays. A tool which helps document designers cope with these delays is also described.
