Abstract
The qualitative and quantitative features of the composite fermion theory are discussed in situations when the spin degree of freedom is relevant. The spin structure of the fractional question of the fractional quantum Hall effect (FQHE) states at low Zeeman energies is analyzed. The ground state energies of various FQHE states, producing the spin phase digram, are investigated.
