Abstract
Services Digital Networks ('ISDNs') accord users one versatile medium to transmit and process any type of intelligence. The convenience of one 'transparent' conduit requires major changes in the policy, industry structure, economics and regulation of telecommunications and information processing. For ISDN to become internationally ubiquitous and interconnected with domestic systems, nations must accommodate new technological imperatives, coordinate systems, and plan universal operating formats while no doubt promoting national philosophies and products. For its part, the Federal Communications Commission must adapt domestically based policies and rules for the international arena without abandoning its advocacy for ISDN flexibility and open access.
