Abstract
Universal connectivity to the information infrastructure is one of the fundamental necessities of the emerging information economy, without which individuals, businesses, and communities would be disadvantaged economically, socially, and politically. Securing a ubiquitous information network should be one of the principal policy priorities for government. Such a network would provide multifaceted benefits for society and the economy.
