U.S. and Russian Strategic Nuclear Forces Under Cooperative Security: Moscow and After

The U.S. - Russian Political relationship, officially nonhostile since the end of the Cold War, moved in even more favorable directions under the Bush-Putin concord following 9-11. The stabilization of U.S. - Russian nuclear relationships may therefore transcend the force reductions of the Moscow Treaty and include operational arms control as well as reductions in nuclear forces. This article shows that considerable room exists for additional marginalization of nuclear weapons as between the U.S. and Russia, given favorable political climates.
