User needs assessment for implementing the TSA in Tanzania

Abstract

The recently approved Tourism Satellite Account (TSA) provides opportunities for countries around the world to improve the quality of their respective tourism statistics and make them compatible with international standards. This paper describes how clarity of user needs assessment can identify implementation priorities and scope of the TSA. Given the elaborate conceptual design of the TSA, prioritizing parts of its implementation will be a realistic process and will also ensure maximum utility of its output for potential user groups. Results of this study are based on evidence from Tanzania’s experience of developing a TSA.
